Item upgrades are a way to increase the stats of an item. Depending on the type of upgrade, it may increase the rarity of an item or mark Level and boost additional stats.

Item Level

When deciding whether to buy or sell equipment players can evaluate the level of an item. It's an indicator of the item's damage and its quality. Comparing items from the inventory of a vendor is possible using the level of the item.
On PC, you are able to see the level of the item by pressing ALT or using the left stick on XB1 or PS4. This will display the complete description of the item, including its value. You can also find it by hovering over an item and typing /itemlevel into chat.
There are various theories on how the calculation of the item's level is done. One theory is that the level is a number that comes from a formula which calculates the value of an item's stats are worth. It is based on the fact that different benefits are valued differently and that gems found in sockets boost the value of the item. This can result in a calculated amount for the item's level, which is typically close to the actual Blizzard level of the item.

Item Stats
Item stats are a big component of what makes or breaks an item for players. The base stats on a weapon are enhanced by the weapon's stat modifications that are in turn increased by the player's skill.
The upgrades to items add by increasing certain stats on the item. The upgrade costs are determined by the rarity of the item. For example, a grey or white item will only be upgraded once, whereas items with rare levels will be upgraded multiple times, at higher costs.
Another way to change the stats of an item is by affixing it. These are special stat boosts that can be added to an item by the player, and come in a variety of sizes and shapes. The affixes are used to provide items with extra damage, special abilities (such as the ability to revive dead or reduce cooling downs) or to distinguish them by putting a name on them.
All affixes can be being re-rolled right now by selecting them in the upgrade menu pressing the green button. This procedure will cost the player a certain amount of gold and other items which can be added to the upgrade gauge in the same manner as the other options for rerolling.
In addition to the possibility of rerolling affixes, players may select which stats to keep on an item after it is upgraded. The range of stats is determined by the item's level. However, all items will have at least one stat within that range unless they are an item that is unique, or a God Roll from a boss in a raid.
Another thing that could be changed by adding the option to upgrade the equipment without having to reroll the affixes or choosing which stats to increase. Similar to base equipment, it will have to be done per item and the item upgrader kit comparison interface would not display all the possible stats at once.

The Luck stat for a player adds up to increase the likelihood of finding items and the properties that are spawned from loot drops, and the intensity of those properties. However, it doesn't directly affect damage or ability to upgrade items. It simply gives the player a possibility to obtain better gear in earlier waves and is therefore more useful in the initial game run than later ones as most players prioritize more powerful weapon scaling and defenses over the raw damage gain.
Luck can also boost the chances of upgrading items at the Blacksmith. This is not to confuse with the Blacksmith's overall chances of upgrading that increase with each level of the item upgrading. These can also be increased with the use of anti-materials such as a Scroll of Strength and a Jewel of Blessing.
Armor, shields, and weapons have an initial Luck value of 40. These items can be enhanced by golden ingots, spined leather or oak boards (depending on the material of the item) to give +40 Luck or to boost the Luck of an item up to 140.
Moreover, certain items, like the Hollow weapon that is infused with hollow can be used to increase the damage dealt by any damage-dealing skill by five percent. These items can be bought from the shop or made using the correct ingredients.
Item Failure
Upgrades to items can be costly and not all upgrades will succeed. However, there are some cash shop items which allow players to increase their chance of success or stop them from losing an item if the upgrade fails.
When you upgrade an item, the rate of success is displayed in the Honing UI. The percentage represents the likelihood of successful upgrading an item. This can be increased with Additional Materials or Special Materials. The probability of success can only be increased as much, and the likelihood that the upgrade will fail cannot be greater than 100%..
The Luck of an item may influence the effectiveness of an upgrade. All items have a base success rate of 25% and each item with Luck increases that chance by an additional five percent.
The item upgrade overlays are rendered above the items in the inventory. This can cause obscurity to enchantment effects or other effects. If you wish to disable the upgrade overlays, the config option decoration.renderUpgradeOverlays can be set to False in the Item Upgrader CORE client config.
