Guild Wars 2 Item Upgrade

Item upgrade, commonly known as "upping," improves an item's stats. Each upgrade increment increases the stat linearly.

Players can recycle up to six items at a time in order to gain an ability to gauge the level of each of the item's upgraded components. The cost of recycling an item varies with its rarity and level.
